Set stricter limits on sensor frequency when low power mode is enabled

Sensors are in two classes: motion and environment. Environment is already at SENSOR_DELAY_NORMAL, but motion can probably be moved to SENSOR_DELAY_UI.

Experiment with this, potentially default it to off and add a setting to Battery settings.
