Improve diagnostics for backtrack

  • [ ] When backtrack is started, if background location/location is not granted show a dialog
  • [ ] Show Paths error banner if running without background location permission (and foreground is not required)
  • [ ] Show Paths error banner if running without location permission
  • [ ] Show Paths error banner if running without battery optimization (only if foreground is required)
