Update deprecations for 1.33

It seems that pluto, the tool we were relying on, is getting only security updates lately, and not updating the deprecation list file (see here).

Acceptance criteria

  • Evaluate the continuing usage of https://github.com/FairwindsOps/pluto.
  • Update deprecation list for 1.33
  • Release new version of policy
