Add ArgoCD to System Components devops tab in the kubesphere UI.

Describe the Bug

Maybe we should add ArgoCD to the system component devops tab in the kubershpere UI. It appears to be missing.

Versions Used KubeSphere: v3.3.0-rc.2

Sounds reasonable. But I'm not sure if KubeSphere could put them together if they are in different namespaces.
