feat: added presubmit for capa gc

This adds a new presubmit job for CAPA that will run the new CAPA garbage collection tests for EKS.

This will be used with this change: https://github.com/kubernetes-sigs/cluster-api-provider-aws/pull/3518

@richardcase: Updated the job-config configmap in namespace default at cluster test-infra-trusted using the following files:

  • key cluster-api-provider-aws-presubmits.yaml using file config/jobs/kubernetes-sigs/cluster-api-provider-aws/cluster-api-provider-aws-presubmits.yaml
