Add multi-network channel.
This PR adds multi-network channel where community will discuss on introducing multi network concept and a Network construct into Kubernetes.

Hi @mskrocki. Thanks for your PR.
I'm waiting for a kubernetes member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.
Once the patch is verified, the new status will be reflected by the ok-to-test label.

Is this something run by a SIG? If so can it be under that SIG namespace?
It is network related so I think it would fall under the network SIG, and yeah it could be under that namespace. /Cc @dcbw @thockin @aojea

"under the SIG namespace" means make the channel name something like #sig-networking-multinetwork or similar, so it's clearly associated with the SIG.
