Return item's added status in the work queue to the consumers

What this PR does / why we need it:

Fixes #108322

Which issue(s) this PR fixes:

There is no direct way to find if an item is added to the queue after the item is inserted into the queue nor if the item already exists in the queue or if the queue is in shutdown mode at the item of calling Add() function.

This change enhances Add function to return the status tuple (added, shutdown) indicating whether the item is added or not and whether the queue is in shutdown mode or not.

Hi @narendramadanapalli. Thanks for your PR.

I'm waiting for a kubernetes member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.
