🐛 test framework: fix e2e config provider's kustomize resource loading using a go getter url

What this PR does / why we need it: This PR fixes a bug with loading kustomize resources from a go getter url. We only need to append the absolute path to provider.version.value if it's url scheme is file or empty. Removed the extra check for version type to check if it's kustomize or url, because both types can have either folder path or url values.

Hi @drinkingjasminegreentea. Thanks for your PR.

I'm waiting for a kubernetes-sigs member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.

The Kubernetes project currently lacks enough contributors to adequately respond to all PRs.
