Implement Machine Health Check Remediations

User Story

If machine's fail but can be fixed, having custom scripts that can run and fix them is way faster than re-deploying. We should look into what we can do to improve the user experience here by using newer machine health check remediation functinoality in newer versions of CAPI.

The Kubernetes project currently lacks enough contributors to adequately respond to all issues.
