Cluster Autoscaler for CAPP

Document the steps needed to run ClusterAutoscaler with CAPP as the provider following https://github.com/kubernetes/autoscaler/tree/master/cluster-autoscaler/cloudprovider/clusterapi#cluster-autoscaler-on-cluster-api

(This would be an ClusterAPI based alternative approach to using the Cluster Autoscaler Provider. The known working approach is to use Equinix Metal with ClusterAutoscaler is https://github.com/kubernetes/autoscaler/blob/master/cluster-autoscaler/cloudprovider/equinixmetal/README.md )
