✨ Do a release including the kube-vip functionality

While kube-vip code has been in master for a while, there has not been a release including it. To do that, I would like to see the following issues resolved. This will result in documentation for kube-vip being in the readme, some basic end to end testing exercising the kube-vip templates, and the latest version of kube-vip being used by default.
