:sparkles: Remove sorting from instance keys when creating input tag specifications

What this PR does / why we need it:
Currently when generating input tag specifications, we sort all of the keys from the given *infrav1.Instance before appending them to input.TagSpecifications. From the comments, this is done "for tests to work". This currently comes at the performance cost of iterating through all of the tags to grab the keys, and then sorting them before iterating the list again to add them to our input.
By utilizing a custom gomock.Matcher, we can transfer that performance hit from our production code to our tests.

Hi @AlexVulaj. Thanks for your PR.
I'm waiting for a kubernetes-sigs member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.
Once the patch is verified, the new status will be reflected by the ok-to-test label.
