Support the reconciliation of EKS cluster subnets

Describe the solution you'd like

Support reconcile of subnets of an EKS cluster. Amazon announced support of subnets modification to existing EKS clusters: https://aws.amazon.com/about-aws/whats-new/2023/10/amazon-eks-modification-cluster-subnets-security/.

Currently subnets are ignored in the reconcile loop
