[E2E] Enable CAPI kcp remediation tests in CAPA

Describe the solution you'd like [A clear and concise description of what you want to happen.] In CAPI release v1.4.0, the kcp remediation test case has been introduced (which is separate from MD remediations). These are the special tests that would require to have the workload cluster to management cluster communication enabled in CAPA. This test should be enabled in CAPA by doing so.
