[e2e] Enhance the GC tests to cover ALB

Describe the solution you'd like As a follow-up to #3518 we need to enhance the e2e tests to cover ALBs. Currently, the e2e tests only support ELB/NLB.
This will invlove a number of changes documented here: https://docs.aws.amazon.com/eks/latest/userguide/aws-load-balancer-controller.html
