[WIP]Fetch ELB instance port from KCP's kubeconfig of cluster

What this PR does / why we need it: This PR removes the hardcoded ELB instance port value, and reads it's value from the KubeadmControlPlane kubeconfig's InitConfig BindPort, so as to keep the port information consistent throughout the cluster.
