AWSCluster cannot be removed if controller is installed with invalid credentials

What steps did you take and what happened:

  1. Install AWS provider with invalid credentials (malformed, revoked etc.)
  2. Create a cluster
  3. Delete a cluster

AWSCluster object stuck during creation because finalizers were added before the first READ operation.

What did you expect to happen: Finalizer should be added after the first successful READ operation from AWS.

We should be thinking about not blocking deletion in general.
