Node EC2 Instance isn't available via SSM

/kind bug

What steps did you take and what happened: Created a kind management cluster, init with the aws, eks-boostrap providers then created a cluster using the eks template flavor. Then tried to connect to the created EC2 instance for the node using the SSM notes in the docs and via the AWS managament console.

What did you expect to happen:

I would expect to be able to access the node instance

Issues go stale after 90d of inactivity. Mark the issue as fresh with /remove-lifecycle stale. Stale issues rot after an additional 30d of inactivity and eventually close.

If this issue is safe to close now please do so with /close.

I hit the same issue. I didn't use EKS but just follow the get-started guide: https://cluster-api-aws.sigs.k8s.io/getting-started.html
