Support for required operating system flavors for VMware Cloud Director

The following operating systems should be supported for VMware Cloud Director:

• [x] Ubuntu
• [ ] Flatcar
• [ ] RHEL
• [ ] Rocky Linux

I have intentionally moved this to stall since this will be completed incrementally. For now, we just rely on ubuntu and flatcar. I'll complete their integration and then add the remaining operating systems that we should support.
