Implement Proxmox as supported cloud provider
Currently it's not possible to spin up VMs that directly import cloud-init images as disks via API. For now we need to go with a solution where Proxmox Admins need to create VMs via CLI that then import and attach cloud-init images as disks. Then thexe VMs need to be converted into templates, which can then be used to create clones on machine creation and resize them according to parameters.
VM templates need to be created for every linux distribution we want to support.
Once proxmox implements the missing functionality, the implementation can be adjusted to a more straight forward approach.
