E2E tests for VMware Cloud Director

Due to the limitation that the terraform infrastructure should be bootstrapped either from within the same network of your VDC or by using a bastion host, we can't currently add e2e tests. It's a similar case to what we have for vSphere. But with an additional limitation is that there is only 1 public IP in our VDC and that cannot be used for e2e tests since it's attached to the edge gateway.
