MOBI & EPUB versions do not label forward referencing links correctly

Forward referencing links in the text are displayed as "???" or "section_topic" in the MOBI and EPUB versions.

When I look at the DOCBOOK using Yelp they display correctly so I suspect this is a setting I need to add or a bug I need to work around in Pandoc.
