Don't compile files via middleware if they haven't changed

Was the idea to look at the timestamp on files to determine this ? The we might need a store to track last modified and last compiled.

Let's avoid storing the timestamp data. I had just logged this originally as an item to look into the feasibility of. It may be that it's not really needed though.

we can get away with just reading and comparing .build/path/to/compiled/file timestamp and public/path/to/file timestamp
