It's an F-Droid repo that contains only apps that work offline. It seems to me that Kiwix would be a good candidate.

From what I understand, there is no need to deploy Kiwix to another app store, but ask them to accept an already-existing apk.

Sounds interesting, I would tend to move this ticket to kiwix/kiwix-android. It might help us to not forget about it.

SecondWind is maintained by the Guardian project, the repo's landing page gives you two points of contact: email and a chat room. I bet the latter has moved from Leenode, most likely to OFTC (if not there, then to Libera). Bingo, #guardianproject exists at OFTC. I wouldn't wonder if they also bridged some Matrix room to it. You could ask their team at one of those places.
