Update startup logs to include telemetry status

From and end-user perspective, I would have an explicit Keystone Telemetry prefix, with an indication on the reason why it's turned off:

❎ Keystone Telemetry is disabled (via opt-out) ❎ Keystone Telemetry is disabled (via the KEYSTONE_TELEMETRY_DISABLED env) ❎ Keystone Telemetry is disabled (because NODE_ENV is production) ❎ Keystone Telemetry is disabled (when running in CI)

✅ Keystone Telemetry is enabled
