Chromeless document-field component toolbars close when you try to click on them

When creating a chromeless document-field component, the toolbar appears when you focus the field component, and disappears when you unfocus it.

Unfortunately it seems to consider trying to click on the toolbar to be unfocusing the field, which makes the toolbar disappear before you can click it.

#8102 was a symptom of this. The fix #8188, is a bandaid that gets the toolbar working for now, but the underlying problem of the toolbar disappearing in chromeless mode also needs to be fixed.
