DateTime field offset and local time
I would want to use DateTime offset set to local timezone, this way all the date string can be viewed in admin ui as local date time rather than UTC.

What do you mean? The offset field does seem to be store the local timezone (+11:00 for example).
not for me, it stored UTC
I think it's better to store dates as UTC and then convert this to local timezone in the front-end. I'm pretty sure that's the widely accepted best-practice.
What you really want is the ability to customise the admin-ui?
I would like to set the default offset in field config and use it along with admin-ui. admin-ui should automatically adjust to offset while displaying. While saving it should again save that to utc and offset pair as usual.
