feat: add API endpoints to triggers provisioning of providers and workflows

I implemented these endpoints as suggested in the linked ticket.

I am wondering if maybe these could be public since an attacker also needs write access to the provision directory.

While updating the docs I noticed that up until now there were no API examples or even an API reference in the docs. Hope this is OK to mention it here.
