[➕ Feature]: need create incident for created alerts (not just firing)
For now, we have field "alert threshold" in rule, which give to US option for create incident. But in case for coming resolved alert we can't create incident because they not firing. I think we need change it or temporally create firing for resolved alert.

In my case keephq work in pull mode. So pull request can return just "resolved" alert. My suggestion is that, in addition to the firing threshold, there should be an “OR” threshold for newly created rules. At the very least, this would be a cause for concern for service owners.
Logically, it would be possible to set a threshold in the format “if 0, do not respond; otherwise, keep count.”
