investigation: slow initial startup time for `kcp` process

I haven't looked into this in-depth, so here is an issue for someone to pick up and investigate.

Something we've been seeing for quite a while is pretty slow startup times when running kcp. This is most pronounced when the process is started from scratch (i.e. bootstrapping runs). We should look into this and profile it, because I don't think the startup process should be as slow as it is right now.
