feature: bootstrap a documentation subdomain docs.kcp.io with a content framework and publishing flow

Feature Description

We need the mechanisms to exist for creating content on the documentation subdomain and publishing it, having the routing work, etc.

Proposed Solution

We had discussed using Hugo+Docsy & Netlify, but other options exist.
