As I understand it BBT can use jslingua for the convertion of Arabic script characters in the citation keys generator for Zotero references. Per now, alif and hamza are both converted into this symbol: �. For the Zotero citation keys, I suppose it makes sense to have an orthographically oriented romanization, without short vowels, as I cannot imagine anyone will insert short vowels into a bibliographic reference entry. When using jslingua it seems that hamza does not convert into anything. @retorquere suggested to consult you. Would you agree that it makes sense to convert hamza into "x" in this case?

If hamza converts to ' that is fine.
In other words, the romanization hnA' zAyd EbAs is ok, it was in hnAzAydEbAs that I was missing something.
