Use MetaCPAN

I'd recommend using MetaCPAN per default for both, the page being better and the mirror being fast both for downloads and syncing.

Besides that it has a nice API that might be useful for easy requests that CPANPLUS might be harder to use form but that's maybe not the purpose of the package.

At least I assume that you are Athaba. I wouldn't mind switching the url parameter to use metacpan but I am unconvinced that the metacpan mirror is faster for all users than search.cpan.org's redirection.
