chore: update github actions to latest versions

Updated pages and ci workflows to use latest github actions. Both work on my github actions ubuntu runner.

There seems to be an error with your runner configs 10:41:58 PM: Bundler::HTTPError: Could not download gem from https://rubygems.org/ due to 10:41:58 PM: underlying error <bad response Forbidden 403 10:41:58 PM: (https://rubygems.org/gems/sass-embedded-1.74.1-x86_64-linux.gem)>

sass-embedded-1.74.1-x86_64-linux does not exist. https://rubygems.org/gems/sass-embedded/versions It should be x86_64-linux-gnu

@IbrahimAH, thanks for your patience - can you rebase this branch against the new HEAD for main and/or merge in main into your feature branch? I believe that I've resolved this issue in the latest commit.
