Reduce launch timeout

When launches are timing out, they tend to fail at 10 minutes. Interestingly, the launch timeout configuration in JupyterHub is five minutes (jupyterhub.singleuser.startTimeout) so I'm not sure what is causing the timeout to register at twice that in BinderHub. Maybe it's a connection/communication timeout and not JupyterHub's own failure event? Or maybe the result of adding times together in our exponential retry logic? We do have one hardcoded wait that should take ~10 minutes, but the logs suggest this might not be the error we are hitting.

We should figure out why the timeout is 10 minutes and bring it down to 5 or so, since 10 minutes is probably too long for a user to wait and then retry. In practice, successful launches ~never complete after 5 minutes, so we should be giving up sooner anyway.
