Existing Pydev specification

Discussing this with @minrk and @traff at SciPy2018 sprints.

We were thinking that supporting this via Jupyter messaging protocol as adapter would be a good first step. @traff is going to follow up with @fabioz about this, as far as getting the docs for the kinds network messages that go through.
