Encoding problem when using WP CLI

Overview description

When running a command like "wp.bat core update". It has problems, printing some characters.

Steps to reproduce

1. Right click on a WP project
2. Choose WordPress -> Run Command...
3. Running the "wp core update" command
4. Look into the output

Encoding problems:

Expected results

No encoding problems
