Integrate switch to choose css or scss while creating underscores theme

Overview description

It would be good, if I can choose css or scss while creating the underscores theme. By default, scss is integrated in the theme generator, but I don't have a building process to build my scss to css. Yes, I have the scss functionality in my IDE, but not everyone of my team-members is using NetBeans and/or willing to use scss. So it would be good to not make it default but with an option at the beginning.

NetBeans 8.2, WordPress Plugin 0.9.5
