Where is the frozen_model.pb ?

In SE/lib/graph_test.py graph = load_graph('/home/sbie/storage3/github/VAD_Toolkit/VAD/logs/frozen_model.pb')

So where is the model in the project ?

NO. this toolkit does not need vad code or that pb file. That code is just legacy code which is not necessary.
