Dialog Action Buttons wrong hover state

To reproduce simply use the Themeroller attached below.

It has a backgroundcolor for hover state (a red one) configured. When opening the Dialog you can see the ok Button is already in hover State. But the really strange thing is: When you open Dev-Tools, hover State disappears and everything works as expected. It can be reproduced with Firefox as well as Chrome.

Thanks for the report. Does the same issue exist with jQuery UI 1.12.1 or not?
