EmbeddingCollection+KeyedJaggedTensor+vbe the inverse_indices don't work

hi @yjjinjie, currently EmbeddingCollection does not support variable batch size per feature [here](https://github.com/pytorch/torchrec/blob/main/torchrec/distributed/embedding.py#L793). This work is being planned so stay tuned.
