This moves the configuration of drone to the drone template framework-2.0.jsonnet and adds the configuration for phpstan and phan to the repo. In the longterm, this should simplify the management of the framework repos...

Drone unfortunately requires us to manually approve all builds with this change, so until that is sorted out, this PR is set to draft.
