Error attempting to install J4 Boilerplate Component on Local Host

Hi Getting the below error attempting to install J4 Boilerplate Foo component on localhost has anyone seen this before ?

Steps to replicate :

Zip the j4component folder -> attempt to install using upload package file Copy folder into localhost/tmp -> attempt to install using install from folder same error

The same problem. The corresponding file is missing in the boilerplate
