Is this feature along with Manual Arrow Connection intended to allow for creating a loop in the flowchart? i.e. connecting to a previous or parallel step with an arrow.

Not specifically but you would indeed be able to yes. In this mode any step would be able to connect to any other step at any time. It won't have the same visual organization of the tree mode naturally but could still have a method to attempt to pretty the display as best as it can.
