How to make every participant a moderator when he joins the meeting?

You can enable the allowners module on the main muc.

I did; and was troubleshooting under https://community.jitsi.org/t/enable-allowners-in-docker/125387/15 ; finally had a chance to test again under stable-9111 and it's working without issue for me
