which CSI version you are using ? OCCM 1.15 corresponding CSI might be too old.. can you check https://github.com/kubernetes/cloud-provider-openstack/blob/master/docs/cinder-csi-plugin/examples.md#use-topology especially the feature gate to confirm ? Thanks
