Description ResourceService.handleWelcomeAction() has: TODO: check conditional headers. for serveWelcome().

With the occasion, method passConditionalHeaders() should be renamed to something more meaningful (not sure what "pass" is meaning here), and possibly reused for serveWelcome() too.
