Figure out a way to not have interrim jetty-home artifacts deployed

Description Currently, the non-functional dependent artifacts for jetty-home are being deployed, but don't need to be.

Things like jetty-ee10-home.

We should strive to figure out how to not deploy these artifacts, but still retain the functionality they provide to the jetty-home build.
