Planning this for 10.0 - more testing is needed. I don't think we can build under Java 21 yet( at least on the gradle side), but the runtime should be fine.

@jeremylong While 22 should work I tend to bumping no further than 21, which was again a release with long-term support. Bumping to 22 would require bumping to 23 when it arrives as 22 goes out-of-support at that same time.
