Trying to make the Docker registry do mirroring

CC @tfennelly. I saw slide 13 here and sources and documentation but it seems to have no effect.

See this doc for another wording of it. He says he also added --registry-mirror to DOCKER_OPTS.

According to this you need to also run the daemon with a special --registry-mirror option.
